Job Purpose
The Livelihood Officer, under operational guidance of the Project Manager/Deputy Project Manager/Senior Project Officer and technical guidance of the Head of Programs and Projects Coordinator, is responsible for ensuring proper implementation of ACTED’s project in Dadu and Jacobabad District. The Livelihood Officer oversees field operations and ensures effective and timely completion of FSL activities, delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries.
Objective
To ensure the project is implemented in a timely and professional manner, according to objectives, goals and indicators, in line with donor requirements and based on beneficiary needs.
Duties AND Responsibilities
Under the overall supervision of the Project Manager and technical guidance from the FSL Advisor, the Livelihood Officer is required to perform the below mentioned responsibilities for the anticipated 3-Year BHA funded intervention in Sindh. The project is already started from 1st May 2024.
Assist and lead the district Rapid Market and Business Feasibility Assessment Report to analyze the gaps and challenges faced by small-scale business owners in the local market. In addition, identify beneficiaries according to the set criteria outlined in the proposal document for enterprise development training, ensuring alignment with the capacity of the beneficiaries and the trades of training. Furthermore, identify beneficiaries for the provision of Cash Grants to small-scale business owners. Alongside this, identify and register beneficiary individuals and households to be engaged for capacity-building of farmers on livestock (dairy) production management.
Moreover, conduct needs assessments in the operational areas for off-farm livelihood and skill development interventions. Specifically, demonstrate knowledge of movable and non-movable chillers required for the storage of dairy products at the village level, while understanding the process required to identify the respective beneficiaries.
Additionally, manage the beneficiary tracking sheet effectively. Subsequently, develop resource materials for different off-farm livelihood training. As a result, produce and manage technical feasibility and verification records.
To ensure alignment, confirm that activities adhere to the Detailed Implementation Plan. Importantly, document all progress, challenges, and learning in a timely manner for future implementation of similar projects and accountability.
Lastly, conduct regular field visits to verify the quality and progress of vocational and skill development program interventions, providing technical guidance and advice. Ultimately, ensure that project quality is consistently maintained throughout the process.”.
- Ensuring the training material is available for the training.
- Ensure training means of verification (MOVs).
- Prepare training completion report and timely submission to project team.
Requirements:
- Demonstrated skills in carrying out technical designing and evaluation of Livelihood relatedly activities.
- Strong written and oral communicational skills.
- Strong interpersonal skills and experience in working effectively in an independent capacity and as a member of a team.
- Strong report writing skills.
· Ability to travel for work assignments in targeted union councils.
